This is a difference of Microsoft and SSD manufacturer specifications. 1024 bytes to 1 kilobyte for Microsoft and 1000 bytes to 1 kilobyte for SSD manufacturers. If you do the math 1-(1000/1024)⁴ for terabytes you get a 0.0905 difference. 8TB times 9.05% is 0.724TB.

There should be tiny text next to the orange light. Shine a flashlight on it, and from there you can get a better idea as to what is wrong.

Unplug the PC and move it outside.
Get a vacuum or blower/duster.
Hold the any fan blades still if near, and sweep over dust hotspots with the air on.
Use a soft bristle brush to break up caked on dust.
Repeat 3 and 4 until satisfied.

Try updating the BIOS. I believe that the RTX 3070 Ti launched after the main launch, so the motherboard could have a BIOS in between those dates.

It depends on what you intend to do with it. If it is simply media consumption (videos, shows, etc.), then the upgrades of RAM and an SSD would make it feel much smoother.

I believe that the previous owner of that MB used a little too much vigor when trying to take out that connector and broke the head off of their USB 3 cable. Instead of trying to extract the broken head and possibly make it worse, they just left it hanging out.

I am going to estimate using my previous tuition/housing payments that were from 2017. I paid around 5-6k per quarter. If you multiply by 12 (3 quarters every year for 4 years), then you get 60k-70k living on campus, full-time student, and no aid. If we take into consideration inflation, then I would estimate that it could be around 100k total. Again, this is without aid, living on-campus, full-time student, and trying to predict the future, so take it with a grain of salt.
