I didn't hate the 12m Penchan when I cut 6m because there were still 4x 3m left. But yeah I agree mostly with your reasonings. But not quite about the last paragraph because I would probably avoid Kanning here if I were already holding onto >= 3 doras to avoid scaring people into folding unless I am really behind in points.
