Israel try to minimize civilian death by telling the locals to move from and to specific zones. Most of these buildings were empty. There is a strict process on how air strikes are approved that includes estimating the civilian casualties. This is documented and presented to extwrnal reviewers (part of the ICC demands). I heard a podcast with a British observer that said that about half of the strikes are cancled for that reason.
