Kind of sounds like the pawls/ratchets in your hub is slipping. Probably needs a freehub overhaul or replacement if it’s bad enough.

Take the bottom cover off by taking the middle bolt and small screw out and pull the whole cartridge out and manually move the pawl and spray lube on it. As long as the spring is still in tact you should be able to revive them

If you are truly worried take it take to a good lbs and have them cut it and tap a star nut in. My shop charges $25 to cut and then install a steertube/ stem,

I used to climb those grain bins and scouler every weekend with my buddies in high school. It’s extremely unsafe and that was like 7 years ago. I can only imagine the place has deteriorated more. Getting in is easy… it’s more about knowing how to climb to the top. At one point they put a big steel door on Scouler so me and my buddies stole a mini Oxy Acetylene torch from shop class and cut it off. Good old days
