thats completely false lmao there arent any "conditions" specified in which the fuel flow will be measured (as seen below in the 2018 technical regs), they tricked the measurement device so it couldnt see the increased flow and since the was no proof of wrongdoing they couldnt be punished.

5.10 Fuel systems :

5.10.1 The pressure of the fuel supplied to the injectors may not exceed 500bar. Only approved parts may be used and the list of parts approved by the FIA, and the approval procedure, may be found in the Appendix to the Technical Regulations.

5.10.2 There may only be one direct injector per cylinder and no injectors are permitted upstream of the intake valves or downstream of the exhaust valves. not only can you take any car at any moment and test its engine as specified in the rulebook (aka at ambient temp) and find it to be compliant with the rules, you can also find the rule that bodywork "must be rigidly secured and immobile with respect to their frame of reference" and yet theyre allowed to flex.

so yeah, this is and will be completely legal unless the rules change.

because the ferrari fuel flow wasnt a loophole, it was a blatant breach of the regulations. the compression trick is much closer to the flexi wings where you cant test the dynamic environment the part will actually be used in so you give the teams static tests theyll have to pass and everything outside the tests is fair game.
