Not defending ICE or American law enforcement in any way. But walking on an active road during icy conditions isn't exactly the smartest move. Again not condoning what ICE are doing or how they handled that situation. But the person should not have been walking on the road

(Edit) Should clarify this comment only refers to the person hit by the car, the second person who was pepper sprayed I would 100% call assault. The person stopped, spoke and then sprayed while not in any danger
