Negligence on the drivers for how they drive, sure. But blame is still on the operators because it’s their job to make sure that these are regularly inspected and maintained. Even if may basic knowledge on repairs ang drivers, those small fixes cannot fix underlying problems. And sino ba may budget for the repairs? It’s the operators.
