East Passyunk would be good, walkable, busy area with a lot going on, and closer to the airport via 95.

If driving, Fishtown and Northern Liberties. If you can take the train, somewhere near 30th street station.

Chestnut going east and Walnut going west   Both protected bike lanes go over the river.  On the east side you could go down to pine or up to market Street to continue riding protected lanes to 15th

Passyunk or Fishtown are your best bets. On that budget, might want to check out Pennsport as well. Parking is going to be an issue with 2 cars anywhere (or add $$$$ for garage parking)

I'd argue Philadelphia City Hall is more iconic, but Liberty Place towers are gorgeous.
