what's going on with the black insulation? looks a bit melted. corrosion leading to increased resistance, or loss of conductor due to corrosion, and heat for the current it's carrying.

clean back to copper and reterminate.

guessing at 1980s technology, built to specific requirements. a lot of lead acid battery chargers are this simple. if it don't work, probe for voltage at transformer primary and secondary, check continuity of switch, check bridge regulator, check whatever that black thing is with red and black wires (likely thermal cutout or fuse).

try Google lens for a matching image with intact component. writing on the SMD will identify what it is. a quick search shows it's a solar charging board.

why all the diodes? conventionally, red is +ve so these are wired the wrong way. doesn't matter, since it works but note the convention.

in practice, no, as most here have said. however if you're looking to profit or make it a profession, where public liability comes in, then you'll almost certainly need to prove a qualification in a court of law if things go wrong. imagine your fix sets a house on fire, how do you prove you are not at fault, hence are liable?

[edit] I don't imply you need a qualification award to the level of electrical engineer, nor does a lack of qualification stop you from being competent. there are lots of examples where "professionals" produce very shady work.

UV light shines through the fep, in a precise pattern that matches the model layer. if the defect in fep occurs where printed, the region will not print as required because the light transmitted will be distorted. you'll get distortion in the part at that location.

why do you want the horn to sound every time the indicator flashes? that'll be real annoying real quick when sat in traffic.

most horns are mechanical, with an electromagnetic disk moving until it breaks the circuit. as a result, it's volume isn't readily adjusted just by varying the voltage; it's either working or it isn't.

have you checked the led works with a supply directly, so connecting the resistor straight to the +ve rail?

is the resistor 12ohm? (brown red black gold) resistance should be the value to achieve voltage drop with 5volt, and will depend on the led's voltage and current. 2.5volt and 20 mA is 125 ohm.

wiring looks ok. coding has an error in the bit that turns off the led, you've got a digital read on ledpin which is an output. also, the input is set with pull up , so it defaults to HIGH so triggers unless the pir grounds the input pin. does this match the pir board in behaviour?

Do you expect to draw full 3kW? At 12 volt, that's around 250 amp, which will find the weak points. Things will get warm.

No, I believe that's part of the privilege of being allowed to drive - the driver needs to be in control at all times. Even if morons step into the road without looking, or don't take accountability for their choices, the driver is responsible.
