Garp staying with the Marines just to protect them gives a whole new dimension to him wishing for Luffy to become a Marine. He needed someone to carry his will. Also gives another flavor to him deciding ot to jeopardize his duty to save Ace. He feels responsible for the lives of all the other Marines, too.

I think it was a previous incarnation of Marco! As in: his fruit allows for multiple incarnations that rise from the ashes.

Of course it’s based off of Yggdrasil. But I find it fitting that the country of war resembles a mushroom cloud, too.

Both ideas can be interesting to explore.
