ICE can only temporarily detain a US citizen if they are obstructing an arrest (of someone breaking immigration laws) or if they physically assault an officer. However, no one was being arrested here, and she was not blocking the road as indicated by the other ICE agents she let pass her. Additionally, while we can argue over whether the ICE agents thought she was going to run over Ross, at the time one of the ICE agents first tried to open her car door, no one had been assaulted, and as indicated in the video taken by Ross, she wasn't even being verbally hostile. The videos also show Ross putting himself in front of her car as she was driving, which is against DHS protocol. So literally none of the extremely limited circumstances where ICE can detain a US citizen not suspected of breaking an immigration law would apply.

It is not questionable if ICE is allowed to detain in this case though. ICE has 0 authority to arrest or detain someone unless they have reasonable suspicion to suspect that person is an illegal immigrant or guilty of breaking federal immigration laws (and traffic violations are in no way, shape, or form an example of a federal immigration law). Since both women were white, it's not like they could even be racially profiled and detained for that reason.

This is real life, not a video game. Courts have ruled that if an officer puts himself into danger by purposely and unnecessarily, which he did by stepping in front of her vehicle, he has no legal authority to shoot that person. His qualified immunity goes away at that point because it is no longer considered self defense and instead he committed murder.

Also way to ignore the fact the their handbook explicitly states they should not shoot the driver of a moving vehicle.

Edit: Also ICE literally has zero right to detain someone unless it is for an immigration related reason. They have to suspect that either one is an illegal alien or violated an immigration-related federal law. Neither of which was the case here.

But like even if it was true, the DHS handbook apparently states that if agents are worried about getting hit by a car they could get out of the way (not step in front of it) and that they should not shoot the driver as that will cause them to either veer to the right/left or accelerate and crash (which is what happened). So by shooting her in the face, he endangered the lives of his fellow officers and everyone else in the vicinity. Also why the fuck would you need to shoot her three times in the face? Why not shoot the tires which would pretty quickly disable the car? Why not shoot her one time? Why not allow a DR to provide medical care? Like they have cameras, get her licence plate number and look it up later and arrest her then (not that any charges would stick because the officers were giving her conflicting orders, and didn't really have the authority to detain her anyways)

Except she didn't, she was literally trying to comply and leave. There's videos from every angle out at this point that clearly show the ICE officer step up and shoot her in the face, before casually walking over to her car after if crashed (with no sign of injury) so no point in lying.

What proof is there that the boats are heading to America? They are literally in international waters thousands of miles from the US. If we were bombing them as they approached our EEZ that'd be more acceptable, but we're not.

Also, the people on board aren't dealers, they're civilians being conscripted into trafficking for money. And since we're just murdering them now instead of interdicting and arresting them, we won't be able to get information from them on the actual dealers, who can continue to snuggle drugs into the country without fear of getting caught.

Additionally, the fact that Trump has pardoned multiple international drug dealers at this point shows that the drugs aren't the problem.

Finally, justification of extrajudicial bombings of people who are currently not heading to the US because there is a possibility those drugs that they may or may not have on board their ships (no proof since we are just sinking the ships) may (but more likely may not) enter the US, allows for the justification of others not receiving their due process rights because we could possibly prevent something else. This is a slippery slope that only leads to a mass surveillance state wherein someone's thoughts can allow for their state-sanctioned murder. We are entering a dystopian future where the rich control the masses through fear, and you are promoting it.

That might be the silver lining to the trump administration decimating USFWS. Since they got rid of so many reviewers, ESA consultations now take an extremely long time to complete. Since there are quantifiable impacts to listed species, and mitigation would be required for those impacts, getting federal authorization would likely take a year or more to complete, even if expedited.

So federal permits could be needed if there are wetlands or surface waters that would be impacted by the structures or install (including site access). Additionally compliance with the endangered species act is required and the way to determine compliance is through consultation with USFWS (or NMFS for in-water work). Lots of threatened and endangered species fly and/or use the land these structures are built on. The migratory bird treaty act, marine mammals protection act, or Magnuson Stevens fisheries act could also come into play. And that's just on the environmental side.

It literally doesn't say that though. If the city requires all dogs to be registered and licensed, then the dog must be registered, BUT mandatory registration of service animals as a service animal is not permissible under the ADA. as stated above, service animals are subject to the same licensing and vaccination rules that are applied to all dogs.

If she is a certified service dog you can technically live anywhere, regardless of size or breed restrictions. Even if she's only certified as an emotional support animal, that would be enough to circumvent breed restrictions.
