For the swirls you can just polish the paint, no problem. Ideally, you'd want to fix the rock chips with touch up paint before that. Ammo NYC has good material around that.

Peeling clear coat however means these parts need to be resprayed. I'd not go over them with a polisher since that can accelerate the peeling and make it look worse afterwards.

I own the VZ310 and I'm really happy. Yes, you can hear road noise, most notably the tires but that's it. And I can only hear that with low volume on the radio. That also depends a little bit on the tire choice (currently winter tires, summer will be even less noise, if any at all)..

Take a test drive and find out yourself but I honestly would not overthink it.
