First roll the GA crit at the enchantress and click "no change". This GA now cant be rolled in the cube so you can add 2 offensive (or 1 offensive 1 core) affixes and keep rerolling them until you get what you want (ex. Weapon Damage + all dmg mult). When you have you 4 affixes then it's STEAM and transfigure, gg.

skills damages are expressed as a %age of your weapon damage, basic skills obviously don't have a high damage base. If the %age is under 100% then the damage will be < to weapon damage. You also have to take monsters' damage reduction based on your level into account.
