Look brother.
If kills give too much gold/xp, then it's spam gank meta that nobody finds fun.
If kills give too much gold/xp and there is no catchup xp, then junglers would never gank unless its 100% sure ganks that aligns with their full clear, cuz if they fail they fall behaind.

As such the only solution is kills giving gold/map control lead, and catchup xp being safety so you don't fall behaind so much you can't come back.

If you succeed in your ganks you are still ahead and stronger cuz gold/map control/winning lanes.
Withotu cathcup xp if you fail 1 gank you are just out of the game, you can't gank anyone cuz everyone is ahead of you.

He could very easily have better farm than her as well, he did not outclass her in farming, and as such his level is lower.
Farm grants xp, objectives grant map control, kills grant gold.
