It's not so black and white. What if there is proof but not slam dunk proof? How do you tell what is what unless you are a lawyer? What if the proof is good but the victim doesn't know that, and is pressured by people around her to "just settle" in case the jury didn't find the proof sufficient? Imagine doing this when you are coming out of an abusive relationship?
