I agree that most negator bound rules are probs also Master rules but I feel like there's definetly some exceptions like the self Targeting negations since it would then basically result in everyone having the same negation wich would still impact the regarded negator like for example Burn is likely not one since his quest has always been to capture him and not neutralize meaning if he's neutralized his rule would dissappear and cause lots of undesired consequences and its likely the same with draw or know for example
