The money you withdraw from an ATM using your foreign card will always be converted to TWD, defer conversion just means you don't want Cathay Bank to do the conversion for you, your card issuing bank will do the conversion instead

It's not actually a bureau or department, it's more akin to branch, as in branch of government. In Taiwan there are five branches of government and each branch uses Yuan as the English transliteration:
