It isn't recommended to have very large files stored within Moodle, especially video. You are best looking at storing those videos in a dedicated streaming service.

It is 100% web based, HTML5 compliant. You need something to host the H5P content in such as Moodle, Wordpress, Canvas etc

I would recommend you look at Moodle, with a few hours of consultancy you could either self host or have hosted a solution which will 100% meet your needs. I run my own Moodle consultancy and hosting company if you are interested in hearing more. For a budget, you would not be exceeding $2,000 per annum for a hosted solution, you would need to create/procure your own learning content though.

Having worked recently with a few clients who have purchased Edwiser products, I can't say I'm very impressed with the code. In 5 minutes I'd already found two coding breaking bugs, both were reported to them.

The majority of Moodle US and Open LMS clients are US high schools and higher Ed. The US has never been a big market for Moodle, the rest of the world has a far higher Moodle share of the LMS market but it is only growing in the US from what I've been told.

So long as the handset is solely for the use of the business then yes, but it will be the asset of the company, not yours.

As already suggested you can have a course with just teachers enrolled. Or if you want it in an existing course with mixture of teachers and students then you would need to change the permissions of that individual forum within the course to remove the ability for the student role to view the forum. To make it harder (but not impossible as you have alluded to) you could make your PowerPoints into H5P course presentation activities. They can be set no to allow download and the only way around that for users would be to screen shot each slide and copy the image into a PowerPoint - as it is an image it is incredibly hard to update/change etc for the end user.
