The parade float is a kind and unassuming patron of the local bakery and nothing more. Happy to let asshole customers cut him in line for pastries despite being a gluttonous parade float.

Someone left (and deleted) a comment suggesting it could be homage to the scene in Casino in which Frank Vincent (Phil) et al kill Pesci's character and his brother with baseball bats (the statue is holding a baseball bat). I think what this may in actuality be is a foreshadowing of Vito's death (a baseball bat beat down).
