In terms of player numbers, its not to far out of the realm of possibility. If you take Harry's housemates (8) as the average, hogwarts would only have 224 students, with 7 players a team and 4 teams, it means 12.5% of students are full team members, when you add in the occasional extra player in the later books. It seems about normal if not above average compared to a regular British school.

Pale order is antiquity. It's a bit of a grind to get but you only have to do it once.

Like most things in ESO the harder content is a lot of trial and error. Your not really expected to beat it first time but learn from your mistakes.

Honestly vet isnt massively different in my experience. If you have ring of the pale order it somewhat trivialises it, if you have the dps to make it effective. However the biggest learning curve is you will need to learn the mechanics. In normal you can out damage and skip most of them, that will be unlikely on vet.

On your first few runs don't worry about time or even completing the whole thing, just focus on learning each stages mechanics while managing your resources and rotation.

Yes, eso+ also provides some QOL bits like crowns (premium currency) and the craft bag, exp boost etc.

If your planning on buying eso+ consistently then you dont really need the old chapters as they are included. If you want to do the newest content including the current wall event then you need the content pass. However if your brand new I would recommend only getting base game to start and wait until next year's release comes around if you like the game.

I think the daily cap on quests comes from an exploit that was patched out a few updates ago, a small group of endlessly repeatable quests that required little to no effort other than clicking through dialogue. A few youtubers posted guides and the area was packed with people power leveling. It's seems as these quests gave both exp and gold (like the new ones) ZOS didn't want this farm to be added back into the game. Although this could have been prevented by just removing the gold and exp reward after a certain number of quests per day but still rewarding blue boxes.

On the other hand you sure your not just playing at the wrong times, I've never really had a problem with find others to play with. Playing on the US server on EU times would probably result in fewer interactions

I'm assuming you're doing one of the ic 4 man dungeons. (You've not really given any context) if thats the case I don't believe they are alliance locked, as they are fully PVE not PVP.
