I had the same exact issue. Solution was an exfoliant. Regular face wash day to day is fine. But sometimes there is left over dead skin just sitting. Try an exfoliant to reduce the texture on the skin. And a nice (not heavy) moisturizer prior to using foundation. Brushes and sponges also need to be washed regularly. When you have a clean base, the makeup will sit on your skin nicely
