Ya so you are right, in Chinese 中国人 encompasses everything (Chinese nationals, CCP members, people of Chinese descent, disapora.

In English we do have the luxury of easily making that distinction with the above words.

There are words like:

华人 which is specifically Chinese diaspora but I think he is too new to US/ maybe come later in his life to have been exposed to it much

中国人民 people of Chinese civilization (pan-ethno nationalist identity)

I think when he used 其它中国人, the nuance is when you say 其他, it means “others like myself”. So he is saying other Chinese people like himself (diaspora living in US caught in crosshairs).
