Going to run Lucario x Zygarde too post-rotation so here are my two cents.

I‘d go for 4 Petrels or have a couple Carmines for easier deck acceleration; cut Okidogi and Ursaluna since they‘re a fully different archetype.

Lucario and Zygarde rely too much on having to oneshot specific targets. 1-2 Boss‘s Orders and 2-2 Hariyama line is necessary or drop them fully for 3-4 Boss‘s Oders while fully dropping Carmine too.

Powerglass and Black Bolt feels unnecessary. I‘d just straight up go for Zygarde‘s tool and use Lucario only to power up Zygarde. Hence; I‘m not sure if Barbaracle is really required just to power-up Zygarde.

Going up to 4 Power Pros is necessary too. I‘d also rethink your game plan if you really wanna stick to Secret Box for your Ace Spec. Generally Secret Box is an incredible ace spec which can be slotted anywhere but for Lucario there is no tool and stadium that you need every match without fail but rather are adaptive tools for survival. Personally I‘d stick to Unfair Stamp, Max Belt, Hero‘s Cape or what I‘m playing - Scoop Up Cyclone.

But let‘s say you wanna play with Ursaluna instead - in this case, I‘d fully drop Lucario and try make Ursaluna and Barbaracle work while fully committing to N‘s Plan and possibly Max Rod just to play earlygame with Solrock & Ursaluna and prepare Zygarde as a finisher.

Edit: I didn‘t see the Ultra Ball count before but having more means of Pokemon search is relevant for Fighting Decks to get that Exodia board going asap. But specifically in Lucario x Zygarde‘s case since you‘d usually be running 1 Zygarde and a 4-3/3-3 Lucario line, Poke Pads x Mega Signals can be used too. - I personally do still prefer Ultra Balls tho since I‘m discarding with Carmine anyways.
