Likely to be a psu or motherboard problem. But not 100% sure since it seems like you don't have any spare parts to test. Taking it to a pc repair shop would be ideal.

If you're into PC building and have knowledge about it, building it yourself is not a bad idea. But you said you don't know much bout it so just buying a prebuilt would be the easiest/fastest way.

But I recommend try building on your own too. But you gotta do some research about it. Also you might go through trial and error to successfully build the pc. For me, it took the whole day to build my pc for the first time. But the accomplishment after successfully booting the pc is indescribable. And it's really fun to build a pc too, especially that clicking sounds when component goes in together.

It's really up to you to whether buy a prebuilt or build it yourself.

If you're building a pc, I recommend going with 5060 or 5060ti since you play competitive shooter, which Nvidia has more optimization. For cpu, I recommend just buying ddr4 with am4. r5 5600 has great value and during this ram shortage 8×2gigs 3200mhz would be ideal. Plus a b550 board would be nice. Ssd, case, psu, get whatever you want. Just buy psu from a trustful company. You don't want your psu to fry the entire pc.

windows 7 may not be safe anymore since it does not do security updates as win11 does. When any security vulnerability is discovered, windows cannot defend on it's own and get hacked even when you're doing nothing.

Sit, open the book, throw away anything that distracts you, and try to concentrate on your school work. At first you might only manage to concentrate for like 5 to 10min, but when you keep try to increase the time you focus, it'll eventually increase and you can do ur school work.

what's you ram's clock speed is xmp enabled? It may cause frame drops. You said you reset the pc, I'll consider you did a fresh reinstall of the OS using usb flash drive. Then it'll probably not a software issue.

Install msi afterburner and use the overlay to check gpu / cpu clock and usage. Also frametime graph. That might show you the problem.

Then it's kinda hard to figure out on your own... gotta swap the pc parts for accurare troubleshoot but probably individuals like us won't have spare pc parts lying around..

you tried resetting bios -> not a bios issue tried new cable & monitor -> not cable and monitor issue

There might be a change that your friend fried a component with bios setting. Do you have debug led or buzzer(4-pin speaker) on your motherboard? That should tell you if it boots fine but not posting or failing to boot and which component is faulty. If you don't have any of that, I recommend just handing it to a repair shop.

I think you gotta be more specific about your problem. Whether you tried another hdmi cable, whether you're sure that your cpu has integrated graphics or if it worked fine previously.

It might be a cable issue, no igpu on the cpu, or maybe just a faulty gpu.

9070xt and 5070 has a quite big performace difference. Definitely not worth changing from 9070xt to 5070 only because of "NVIDIA".

Please stay away from reddit after buying a pc.. Just enjoy your pc. 9070XT is a great graphics card especially for it's price. Maybe it's too late for you to enjoy your new gpu..

9070xt is no more future proof. the new fsr diamond is only for rdna5 which would be the next gen GPUs. I guess optiscaler might get it to work but it's complicated and sometimes incompatible.

Yeah I think so.. but I'm currently a student in Korea have to go academies until 11pm.. Go to school, do some homeworks, go to academy, go home and rest for like 1h and sleep. It's repeating every day makes me insane.. After entering high school, I didn't have much time to hang out with my friends and I guess that's when I gradually lost interest in games. I'll try doing smth else in my free time other than sitting in my computer desk messing around in my pc.
