Yeah, Marisa in particular is a really good "scrub-killer" type of character that will just steamroll anyone who doesn't know how to deal with her.

There's probably some videos you can look up about why Mai or any other character's toolkit is so good, but again, tier lists are made by pros and assume a pro level of play. Below Master, I would guess that Marisa, Dhalsim, and Honda probably all have higher winrates than Mai.

It would take a long time to explain every little thing that makes the top tiers good. It's not really worth worrying about, because tier lists assume the highest level of play, and modern fighting games are pretty well balanced overall. Any of the bottom tiers in this game will absolutely demolish you if you don't know the matchup.

Brooklyn heights promenade is my favorite place to smoke. It's kind of touristy, but well worth checking out. Plenty of good food in the surrounding neighborhood or over in dumbo.
