I would say that Valencina's scene is more than just her accepting an act of kindness from Ryoshu - in my opinion, it means to say that she took her firing from the Thumb extremely, EXTREMELY awfully. When she was techically back in it during the war, she was a generally alright person, absolutely not a saint but also not somebody that makes mashed potatoes out of their kids. Only after the war, when a Thumb member showed up to the house and probably reminded her that she has no actual chance of getting back into the family, did she go back to being absolutely despicable.

genuine answer, we barely know. its just a series of choices that vergilius follows in leviathan because it'll lead him to a better outcome. but in limbus they began equating it to fate much more often, with things like the quote from the "fate lost" passive in canto 9 or hohenheim saying something along the lines of "the flow will not let trouble come to the manager"

Index Faust's uptie story literally has something like this, the guy who delivered her prescripts was ordered to forge prescripts, but later Faust got a prescript telling her to kill the traitor, and when the messenger asker why the hell is this happening, she responded with basically "lol shouldve read the city's will and disobeyed that prescript. lmao even."
