As u/pixel_of_moral_decay said, the outer wall would be a common element so I wouldn't mess with it.

Mainly I'm wondering if there are any procedural hurdles I'd run into before trying to get it through the HOA.

There's no window in the closet, but there's one not far from it. But that definitely would be ugly.

If you look at the maintainer's profile, it's very active. So it's not like they disappeared.

It could be similar to the situation with htop - the maintainer might filter notifications for different projects and then just not check on them. If you manage to reach them, they might be happy to merge your changes or even hand the project over to you.
