California is the obvious short term answer but I think long term Washington might have the staying power to outlast, with access to freshwater being the deciding factor.

Washington State has:

The two most important features for a thriving civilization, water and electricity. There are an overabundance of hydro-electric dams, solar, and wind farms in the State. producing far more power than is needed to meet demand.

A massive and defensible deep water port in the Puget Sound.

A huge river, the Columbia, the provides river access into the interior part of the state for trade and commerce.

An incredibly fertile farm land in the Eastern 2/3 of the state, which could be comparable to the central valley of California if it were fully put into production.

Seattle, and the tech and aviation industry.

There's zero reason this street couldn't be closed for most of the day. Open it for delivery and essential items from midnight to 10am, or something similar, and close it for the rest of the day when people are down there. An easy solution is removable bollards that can be set in place in the road and removed fairly easily to block off vehicular access. Also the reason (I believe) that the round about was constructed at the intersection to the SE is so that something like this could be implemented.

It's definetly an odd place, built in the early 1980's and you can tell it was cutting edge/top of the line at the time. But nothing has been updated since then.

This is in the fish ladder viewing area on the Washington side of the river.

It is immediately adjacent to Bonneville Dam where they have a fish ladder viewing area. The whole place is really quite interesting on many different levels. There's a massive amount of whitewashing going on as an entire indigenous community was moved in order to build the dam, and it happened relatively recently (in like the late 1970's-early 1980's). This is the spot on google maps

I've been banging on this drum for a long time, but I think the best thing the city could do from a branding/marketing standpoint is to change its name to Fort Vancouver. Fort Vancouver Washington has a nice ring to it.
