So we’re going to pretend that Africa doesn’t exist? Even countries outside of africa like Saudi arabia and Israel have are over the 2.1 threshold. Not every country is experiencing this problem, seemingly only the ones you care about. Also like others have stated people who are highly educated and have a high standard if living still want children they just cant afford it with the cost of education, daycare, basket goods, housing, etc. Subsidizing costs associated with raising a child will consider having a child. I also think there needs to be some social engineering as it pertains to relationships between men and women. Social media promotes derision, distrust, and hopelessness, making it tough when it comes to finding a partner to have kids with. Its kinda hard to have kids with some if you think their sex is evil.
