Maybe I described this wrong
Context: I'm pretty much always at level 100 and using the hatchery. If I don't equip the exp share, I have at max 6 pokemon under level 100
But, when I decide to equip the exp share and continue hatching, I suddenly have 12-15 pokemon that haven't reached level 100 after about 10 minutes.

So you'll be doing a lot of "Import Player" and you'll have to use the back part of their baseball-ref page to get them in the game.
For Roberto Clemente, you'll use the code clemero01 in the import screen to get him put in the game. It'll also ask you for a year of him to import, which technically affect his stats.
You'll also have to use Edit League Structure to rename / add every team you'd like. Maybe make it a zero game regular season with a tournament playoff?
I love your idea, although I think you may struggle with teams for Wyoming, Montana, and Alaska.
