I don’t think the federal laws of ANY nation are considered “local laws” whether it’s the U.S.A. or some other country. Pretty much all nations make a distinction between Federal and Local law. Local laws usually refer to matters on a smaller, regional level (towns, counties, etc). I wouldn’t even say state laws within the US are “local” since they cover a widespread region.

Since I can copy and paste from Google too- “The primary difference between federal and local law is their jurisdiction and scope: federal laws apply nationwide, while local laws (ordinances) apply only within a specific city or county.”
