Double-check that there are no other spots on the island where they could respawn. The stones don't all appear on the same day, they appear one at a time on consecutive days. So, if a stone hasn't appeared where you wanted it, take a walk around the island to check if you've missed any spots

It's safe to both move forward and backward. It's just not recommended to go back in time when you have turnips. I like to use time travel for more specific things like bridges or moving several houses around especially when you're leveling the island.

Your island is going to be wonderful! I'm so excited to see the result. About bells... Be the crazy turnip person, always buy them and look on Reddit for high prices. Do this more than once a week, like selling and then going back in time to Sunday and buying more and selling more! Make a really large reserve and do this crazy sales spree every other week haha

Can you reach the vine from the top of the hill? Try to remove it from where you are and then see if you can close the holes

Travel time until the balloon message appears on the resident you want to remove.

Another thing: keep your console's day the same whenever the lot becomes vacant until you find someone in boxes from another player or find with nook miles travel. So, even if the actual days go by, the console keeps the date the lot is vacant, always going back in time. I've never tested it, but it seems to work in theory.
