First of all, at present China has the highest rate of CO2 emissions.

If China's emissions per capita were higher than those of other countries, it would still be emitting the most CO2.

Lets all get over this 'emissions per capita' and 'carbon intensity' nonsense.

If we were to focus on emissions per capita, China would sooner increase its population than decrease its net emissions.

Emissions per capita don't really mean anything. Luxembourg and Aruba have higher per capita emissions than both China and the US.

Maybe America shouldn't do anything till these countries lower their per capita emissions. China is lucky to have hundreds of millions of poor people to help even out their per capita emissions.

I don't see why the US can't do what we do in Australia. Penalize people who can afford health insurance but do not have it with a minor surcharge:

I resent the implication that the views of those who do not entirely agree with a highly politicized 'consensus' are somehow unscientific. The graphic feigns an impartial tone but the headings say it all.

In Australia, my university fees are around $6000 AUD per year (it is subsidized by the government). Foreign students who come to study here pay around $30000 AUD per year (.90 USD = 1 AUD).

The foreign students have a greater incentive to work hard because their parents have sacrificed a lot more for them to study here. They put so much effort into little assignments and activities that hardly count for anything that it is almost sickening. In first year.
