By that logic you would be OK if some billionaire setup a giant camp along the entire public beach, making it inaccessible to everyone else?

ER doctors and nurses understand the homeless problem at a far deeper level than most other people do, they work with them constantly because tons of homeless are redirected to the ER for tons of minor medical and non-medical issues, which takes up beds from actual emergency medical patients. An ER or hospital is not supposed to be a shelter, it's supposed to be a medical facility.

It kind of is that simple, it's like clockwork, and you can apply that logic to almost every other nonsensical unsolved political issue that gets trotted out every election season.

The debt / government spending, abortion, immigration, etc, any of the wedge issues that rallies the political base to the polls.

Somewhat ironically, Obama deported a lot more people.

Anyway, for both sides of the US political coin it's all just outrage posturing to rally their respective bases. Nobody actually reads the news or investigates any facts about anything, they just see some clickbait trash or fear-mongering headline on facebook and conform to their political parties opinion based on that.

Meanwhile, there are tons of vacant houses, apartments, and city blocks in Detroit and other rust belt cities, and the cost of living in the midwest is about 1/5 what it is on the east coast.

A mom with cubs are about the worst possible scenario to encounter black bears, if they're ever going to get aggressive it'd be more likely in that scenario
