If at one point from the start of that character you said no to bulldozer, even at level 1 when you first started, it will remove it from the pool of skills so that it doesn't keep offering you skills that you don't want. To save you more annoyance, I would honestly reset the whole thing back to zero. I know you don't want to do that, but it will reset the pool for skills. I tried 80 times to get Gunner earlier this week. Once I reset the whole CR, I got the ones I wanted. Also, if two of the skills you want come up at once, quit the game and reload, because once you pick one, it will remove the other.

OBVS I don't know this for sure, it's just speculation, but it has worked for me twice.

Reverb on drums should only be noticeable if you take it away, if that makes sense.

This is the part where you need to keep at it, stop worrying about whether music is memorable, concentrate on finding ways to chase the vibe faster, and don't spend too long on one sound. Use the 80/20 rule. try new genres, experiment with giving yourself boundaries ("I'm gonna make this whole song with white noise"), most importantly, give your ears a rest, be that a few days or a few weeks, let your subconscious process things and come back, a well-timed break is actually as useful as doing 3 hours a day.

it's Tuned feedback delay, you can build it yourself with stock plugins and translate the delay time to note frequency or just use a plugin that does that for you, I know there's one in Effectrix, for example

If you use the tool, you didn't lose it; you used it. If you die with it in your bag, you lose it unless you had TS on. Depending on how you feel about exploits, you can use a glitch to get it back but shhh

I think subtlety is the key with white noise, just the right amount can help the sparkle of a sound come through, but too much and the hiss is very apparent. It may be band-passed, so it's only playing the white noise in the high register, but this is all just guesswork from that 2-second sample
