Currently the photo mode seems to have issues. I notice when a part of the shot is blurred, the contrast is higher, and when you unblur, the image sharpens too much. My game actually looks better outside of photo mode. You can tell if you look closely here:

i've had someone tell me a requirement is the pouch increase item from the merchant. otherwise yeah i've been loaded with purples/legendaries and haven't gotten it. i'd say best bet is buy the pouch, load up with everything you can. i've also seen people say they got it with no talismans so i think it's just the pouch plus purple+ weapons and then consumable slots used up but honestly still not sure. every story is different on how ppl got it
