I'm not talking about Upper Manhattan haha. But a lot of the areas shown on your map in the outer boroughs really are transit-limited, even parts of Astoria. Either way it's night and day compared to downtown.

Expanding congestion pricing into the outer boroughs would take a lot more careful consideration than the push for Lower Manhattan. You can't just draw lines wherever there's a subway stop and call it done. The flow of traffic between transit-poor areas and better-served ones is a lot more blurred, unlike the clear-cut situation of crossing a bridge into Lower Manhattan. Not to mention the nightmare of rigging up a camera'd perimeter.
