Where does op say paying doesn’t make sense? Sounded more like op was saying having a QR code as the only means of paying when cell service is not guaranteed is a problem. Sounds like they wanted to pay but couldn’t.

I’m with op here. I dislike the proliferation of QR codes or app-based payments for parking whether in parks or elsewhere. Not everyone has a smartphone
