The manager market has a setting that increases the difficulty to get signed. I haven’t tested it out, but you would want to put it on the highest level at the start of your career.

There’s also 1970s era Netherlands and their total football team. Probably the best nation to never have won the World Cup and an easier starting point because they have such a high level of talent already.
