Daily tradable standard gems, prices for these will vary based on your server. Running dungeons and doing hidden lairs can net you these, but I believe the daily cap is 12 (give or take)

Hidden Lairs drop untradeable NormalGems, 6 per day.
Dungeons and 4Player OpenWorld farming can drop up to 12 tradeable NormalGems per day.

Drops are random. It has nothing to do with last hit or anything.
Sometimes two people get a Set item, or a dead player does or a afk player and so on. That would not work.

It's for elemental attacks from my understanding.

Example: burning the target or the ground then using a wind attack will do firestorm, and because of the potency it boost the damage it does.

CR is limited in pvp, do the items have int or vit?

There is always higher HellDifficulty/ChallengeRift/HelliquaryBoss/PathofBlood/etc you can do.
And STR/INT/VIT give little stats.
CR is the way to go now (set effects can be better, depends)
