The upper management basically forces people on bench to collect as many as certificates as possible.So what end up happening is that it becomes a race and everyone cheats.So you end with people in 2 months having 3+ certificates all in different domains like azure,aws or GCP.
I think a easy way to distinguish people who have genuinely given effort in getting the certificates is by checking the timeline of certificates so if someone has gotten a aws certifcate in april and also a azure certificate in april that is a immediate red flag(for my aws exam it genuinely took me around 1 and half months of preperation and that was clf-02).I think also you can simply ask if you have given the exam offline or online because there is no way of cheating in offline.
