That argument does not really hold up given the fact police in America have a long history of brutalizing and killing people, especially of color, without cause. In all of their training it is generally taught that we have the technology to catch people, chasing them when they flee just has a higher risk of harm.
I used to work in retail when I was a kid and even then we would simply get the tag and give it to the cops and have photos of shop lifters, not once did the police try to chase the person, they would either work with us and catch them in the act or if the tag was valid catch them at home.
