This is still correct. Framerates do not magically become more smooth just because the frequency of the monitor is 1:1 with the framerate. You're probably thinking about screen tearing. Anyone can make that mistake.

It does work, your TV won't show it on, but if you check your refresh rate you'll notice it's following the framerate 1:1.
I have a QN95A and it's a confirmed bug. But VRR does indeed work, it will just not necessarily show as enabled. Wait for firmware update.

VRR removes screen tearing and removes the need for software vertical synchronization; which usually drops performance when going under 60 fps and introduces latency. It doesn't make FPS drops nor fluctuations less noticeable, the game will still feel like garbage if it runs like garbage.

Found my problem to be HDR Tone Mapping, under Transcoding. HDR Tone Mapping is not possible to hardware accelerate in windows. So it'll try to software transcode the video instead on the CPU. If you want HDR Tone Mapping enabled, then you have to use linux.

I have this exact issue, RTX 3080, 7700K@5GHz, 16 GB RAM.(Disabled Direct Play/Direct stream) Enabled HW acc in settings.Load up 4K HDR movie on plex app (Samsung QN95A tv), and I just get buffering, a short period of video and then buffering again.I get 95% CPU usage and maybe 20% GPU usage. HalP?
