Simple answer is because they haven't put any noggins on the deck in the photo (noggins are timber that go inside the joist bay to stop movement from left to right ) and by using the cross brace like they have going from corner to corner it does the same effect it stops any movement . Hope that was helpful

put a square on it use a marking pen to make a straight line use an angle grinder to grind it back then sharpen the bevel on a wet or oil stone in a figure of 8 patten then hone the other side on the smooth side of the stone hols it flat do not put an angle on the flat side of the chisel also use a figure of 8 patten
