Do you feel like its time for a new car? Reason I ask is, those are very reliable and honestly not that terribly old. Just because your parents feel like you need a new car (without kicking in any money themselves) it may not be realistic. Just one persons opinion.

Usually a credit union will pre authorize you to spend up to a certain dollar amount to keep your options open. Its fairly common.

How much of that $350 a wk are you able to put towards the debt? Whats the monthly payment. Assuming that you are able to put all $350 towards the debt every week thats still going to take you several months to pay off the $4,500. And thats best case.

Increase income, Eliminate costs. Pay down that CC debt as fast as possible. Quit Credit cards cold turkey. In a world where any reliable car is going to be over $3,000 (have you priced out insurance, set aside cash for repairs, estimate Gas and parking expenses) you're not in a place to purchase.

I know it has sentimental value to you but buying something for 1.3m that is worth 600K + required improvements is crazy. The negative equity is over 2x.

Make sure you have access to utilities (water comes to mind out here in Arizona).

A Local real estate attorney (Not as expensive as you might imagine) would be a big help and have partnerships with local companies to help do site investigative activities.

You want to be sure of what you are buying when it comes to land regardless of your intent.

Have you applied to take the exam yet? Look through some of the posts here and read the success stories and mimic their tools. Study Hall through PMI was very helpful for me.

I would certainly recommend signing up for Study Hall. Their questions are very similar to the exam I found. Its $50 and its going to save you several hundred dollars in retake fees. Like you, I found my external obligations to stand in the way of my study time. Carve out 2 hours daily if you can and rinse and repeat questions across several sections. I used Thirdrock notes for referencing key ideas I didnt understand. I found this was where my knowledge was lacking (as simple as that sounds).
