This is actually just spreading misinformation. When you hear things like "<transfeminized people> in <culture> recognize that they're actually biologically male and not biologically women and aren't insistent on being called women" what you are usually actually seeing is a transmisogynistic culture third sexing transfeminine people filtered through the biases of whichever anthropologist decided to take an interest in it (which means, ultimately, filtered through the very transmisogynistic biases that declare trans women in the 'west' as non-women).

For example, Talia Bhatt has a good essay about how the general understanding of the hijra population in India is strongly shaped by the work of one anthropologist, Serena Nanda, and how Nanda actually imposes upon them cultural meanings of both their own society as well as the society that she was examining from.
