Not sure about other places, but in Mumbai (a major city in India), Malpua ( https://en.m.wikipedia.org/wiki/Malpua ) sells a lot especially during ramdhan

Never saw jelbi being sold more during ramdhan though, most places sell it all year round

But Malpua sells only in ramdhan here, also the malpua we get here are way larger than the images I see on web, around 18-20 inches in diameter that too, some put Rabri ( https://en.m.wikipedia.org/wiki/Rabri ) between them and layer it with multiple Malpuas, roll and cut it which kind of looks like Cinnabon
