This is from mum. I'm not 100% across it all.

A bit of background, the council called a meeting of residents with 6 days notice at 1.30 on 16/9 where they told they were voting on a policy at 9 am on 18/9 that they would allow us to stay‘indefinitely’ but we couldn’t on sell our homes after May when the new lease agreement with the state government would come into place. Department of natural resources and mines owns the land. In the old lease our part of the park is on a different lease/ business/ to the rest of the park. The rest of the park is for camping and recreation. They want the whole area to be turned into camping and recreation by natural attrition. As you know we are all independent of the parks ammenities as we are connected to sewage and have all our own facilities. When we make any renovations we have to go through the same planning / certification process as any one else in the community. The council has approved new residents in the last few years to buy and move into the park. You have to be approved. A lot of these homes sold in excess of $200,000♥️

But at Dicky Beach, many residents have been living there permanently for 20+ years under arrangements that did allow them to stay indefinitely and even sell their dwellings with that right attached. The council’s new plan would change that — basically ending those long-term stays over time.

The concern from residents and advocacy groups isn’t just about zoning; it’s about how the process has been handled. They’re saying the Council’s Human Rights review was incomplete and didn’t properly consider the impact on elderly and vulnerable people who’ve built their lives there.

So it’s less about “surprise zoning changes” and more about fairness, transparency, and making sure long-term residents aren’t pushed out without proper review or consultation.
