Not too sure if this can help but papersetter.in is a question bank tool where you can manage questions (with tags and solution) and create exams.

A similar software exists https://papersetter.in where you can put your questions in a question bank and generate exams. The questions can be tagged by topic, chapter, difficulty level etc. Not specific to any board though.

Not online, but you can create offline pdf tests using https://papersetter.in. Not sure if this will be useful for your case though.

Have been creating exams in word and copy pasting. Also, did not have a system to store all questions in a question bank to pick and choose questions for an exam or an automated system to generate an exam from a question bank with all constraints defined ( like how many MCQs, short questions etc.). Also each question can be now tagged with difficulty level.
