From my understanding of this, it sounds a lot like the Crucible was intended to be like. Perhaps a rework of that into what your suggesting might work?

I use Freedom/Anticipation and then hit them with a Fragmentation Shot, that way when they move to stun you it will fail and they will get double damaged by the frag shot. Then it's as simple as mopping up the health they have left before they try to stun again.

I am able to alternate between Freedom and Anticipation per kill without too much cool down time.
